Abstract

Son zamanlarda, uzmanlarca üzerinde fikir birligine varilmis en önemli termal biyolojik parametre özgül sogurma
oranidir (SAR). Birimi (W/kg) dir. Biyolojik etkilerin büyük bir çogunlugu, hücre kültürlerinde ve hayvanlarda daha çok
düsük seviyeli alanlarda maruz kalinma tepkisi olarak rapor edilmistir ve bu konu hala arastirilmaktadir. Elektrik ve
elektronik Mühendisleri Enstitüsü (IEEE), cep telefonlari, tasinabilir ve el telefonlarindan mikrodalga (MW) ve Radyo
Frekansina (RF) maruz kalinmasi ile ilgili toplumsal kayginin farkina varmistir. Uluslararasi organizasyonlar, kisinin
Radyo frekans enerjisine maruz kalmasi ile ilgili sorunun ana noktalariniyayinlamistir. Bu ana noktalar, bazi açilardan
farkli iken, kablosuz haberlesme aygitlari tarafindan kullanilan frekans araligi içindeki sinirlari genel olarak benzerdir.
Bilimsel komitenin belirledigi degerlerin altinda RF enerjiye maruz kalinmasinin güvenli oldugu yansitilmaktadir.
Ancak bu sinirlarin kesin olmasi bilimsel bir süreksizligi meydana getirmektedir. Oysa problem bulaniklastirilirsa bu
durumda “tamamen zararsiz” veya “tamamen zararli” yerine dilsel siniflandirma yapilabilmektedir. Bu durum daha
gerçekçi bir degerlendirmeyi mümkün kilmaktadir.

Abstract

There is currently a general consensus in the scientific and standards community that the most significant
parameter, in terms of biologically relevant effects of human exposure to radiofrequency electromagnetic fields, is the
specific energy absorption rate (SAR) in tissue, a quantity properly averaged in time and space and expressed in watts
per kilogram (W/kg). A large number of biological effects have been reported in cell cultures and in animals, often in
response to exposure to relatively low-level fields and the subject of on-going research. The Institute of Electrical and
Electronics Engineers (IEEE) recognizes that there is public concern about the safety of exposure to the radio frequency
(RF) and microwave (MW) fields from hand-held, portable, and mobile cellular telephones. International organizations
have established guidelines for human exposure to radio frequency energy. While these guidelines differ in some
respects, their limits in the frequency range used by wireless communications devices are broadly similar. The consensus
of the scientific community, as reflected in these exposure guidelines, is that exposure to RF energ y below
recommended limits in these guidelines is safe. However there is a scientific discontinuity in view of health hazards.
Fuzzification of the discontinuity problem makes the “soft” boundaries between hazardous region and non-hazardous
region.
