REGIONAL PORT LOCATION SELECTION BY MULTI CRITERIA DECISION MAKING METHODS: AN APPLICATION IN WESTERN BLACK SEA REGION

Öz

As ports are placed at nodal points
of international goods transfer, ports rise to prominence as commercially
competing market that under-taking with other nations for regions / nations. The
aims of the study are to determine priorities of the criteria that effect port
location selection, to evaluate
PROMETHEE method comparatively for applicability in port
location selection, and to express a perspective for researchers /decision
makers. In this study, priorities of 4 main criteria and 21 sub criteria are
determined, and 4 potential port location in Turkey- Western Black Sea region
are sorted via PROMETHEE, TOPSIS, MCGM, VIKOR methods. Sustainability main criteria
and some sub criteria such as transportation costs, economic development level
and export figures, are come into prominence according to results. It has been observed that
Alaplı / Zonguldak according to PROMETHEE, TOPSIS, MCGM methods and Cide /
Kastamonu according to VIKOR method can be the most convenient container
terminal in abilities to port facility. It has been decided that PROMETHEE is
an advantageous method for this type of ranking-selecting evaluations, which
allows censoring the distances of outliers from critical values and provides
alternative functions according to the structure of the series.

ÇOK KRİTERLİ KARAR VERME YÖNTEMLERİYLE BÖLGESEL LİMAN KURULUŞ YERİ SEÇİMİ: BATI KARADENİZ’DE BİR UYGULAMA

Öz

Limanlar,
uluslararası ürün transferinde düğüm noktaları olduğundan, bölgeler /ülkeler
için ticari anlamda diğer ülkelerle girişilen bir rekabet pazarında ön plana
çıkmaktadır. Çalışmanın amacı, liman kuruluş yeri seçimini etkileyen
kriterlerin önem derecelerini belirlemek, liman kuruluş yeri seçimi için
PROMETHEE yönteminin uygulanabilirliğini karşılaştırmalı olarak değerlendirmek
ve araştırmacı /karar vericilere bir bakış açısı sunmaktır. Çalışmada, 4 ana ve
21 alt kriterin AHP ile ağırlıkları belirlenmiş, PROMETHEE, TOPSIS, ÇKPM, VIKOR
ile karşılaştırmalı olarak Türkiye-Batı Karadeniz Bölgesi’ndeki alternatif 4
liman yeri arasından seçim sıralaması yapılmıştır. Çalışma bulgularına göre
sürdürülebilirlik ana kriteri ve ulaştırma masrafları, ekonomik gelişme düzeyi,
ihracat rakamları gibi alt kriterler ön plana çıkmıştır. PROMETHEE, TOPSIS,
ÇKPM yöntemlerine göre Alaplı/Zonguldak’ın ve VIKOR yöntemine göre ise Cide/Kastamonu’nun
en uygun konteyner terminaline sahip liman tesisi olabileceği bulunmuştur. Bu
tip seçim sıralamalarında, kritik değerlerin dışındaki uzaklıkları sansürleme imkânı
veren ve serilerin yapısına göre alternatif fonksiyonlar sunan PROMETHEE’nin
avantajlı bir yöntem olduğuna karar verilmiştir.
