YÖNETİM ARAÇLARI SEÇİMİNDE SEKTÖR ANALİZİ VE ÇOK KRİTERLİ KARAR VERME TEKNİKLERİ KULLANIMI: HİBRİT ENTROPİ-TOPSİS METODU İLE SAĞLIK TURİZMİ ARACI İŞLETMELERİNE YÖNELİK BİR UYGULAMA

Abstract

Yönetim araçları, temelde işletmelerin performanslarını artırmalarına yardımcı olan araçlardır. Çeşitli çevre koşullarında faaliyet gösteren işletmelerin her yöne aynı anda geliştirilmesi mümkün değildir. İşletmenin gelişiminde, öncelikli yönlerin belirlenerek hangi yönetim araçlarının uygulanması gerektiği yöneticiler için kritik bir karar problemidir. Bu araştırmada, Porter beş güç çerçevesi temelli çevre analizi ile gelişme yönlerinin tespiti ve buna dayanarak en doğru yönetim araçlarının seçimine yönelik bir çerçeve ortaya koyularak, bu karar problemine destek olunması amaçlanmaktadır. Bu doğrultuda çok kriterli karar verme (ÇKKV) yöntemlerinden Entropi ve TOPSIS kullanılmaktadır. Beş güç çerçevesinin önem ağırlıklarının belirlenmesi için Entropi yöntemi, en uygun yönetim aracının belirlenmesi için TOPSIS yöntemi kullanılmaktadır. Çalışma, beş güç çerçevesini ve modern yönetim araçlarını aynı bağlamda birleştirmesi bakımından güçlü ve özgün bir yaklaşıma sahiptir. Amaca yönelik uygulama, sağlık turizmi sektöründe sağlık aracı işletmelerine yönelik yapılmıştır. Araştırmada, işletmelere yönelik yol gösterici bulguların yanı sıra, bu algoritmanın uygulanmasına ilişkin ayrıntılı bir açıklama sunularak araştırmacıların bu metodolojiyi başka senaryolarda da yeniden üretmesine olanak tanınmaktadır. Sektör analizine yönelik sonuçlar, sektöre yeni girebilecek işletmelerin varlığının oluşturduğu tehdidin en güçlü kriter olduğuna işaret etmektedir. Yönetim aracı tercihine yönelik sonuçlar sırasıyla, çevik yönetim, toplam kalite yönetimi, dijital dönüşüm ve değişim yönetimi araçlarının sektör özelliklerine göre yüksek uygunluk değerine sahip olduğuna işaret etmektedir

SECTOR ANALYSIS AND USE OF MULTI-CRITERIA DECISION-MAKING TECHNIQUES IN THE SELECTION OF MANAGEMENT TOOLS: AN APPLICATION FOR HEALTH TOURISM INTERMEDIARY BUSINESSES WITH HYBRID ENTROPY-TOPSIS METHOD

Abstract

Management tools help companies to improve their performance. It’s not possible for businesses operating in environmental conditions to develop in all directions simultaneously. It’s a critical decision problem to determine which tools should be applied by selecting the priority directions. This research aims to provide a framework for selecting the most appropriate management tools based on Porter's five forces framework-based environmental analysis. Multi-criteria decision-making (MCDM) methods are used in this direction. The entropy method is used to determine the importance weights of Porter's five forces framework, and the TOPSIS method is used to determine the most appropriate management tool. The study has an original approach in that it combines Porter's five forces framework and management tools in the same context. The application was made for health intermediary businesses. In addition to guiding findings for healthcare intermediary businesses, it provides a detailed explanation of the implementation of this algorithm, allowing researchers to reproduce this methodology in other scenarios. The results indicate that the threat posed by the presence of new entrants is the strongest criterion. Agile management, total quality management, digital transformation, and change management tools have high suitability values according to the sector's characteristics.
