Ethical Principles and Publication Policy

PUBLICATION ETHICS PRINCIPLES

In scientific articles sent to the KİÜ Science, Engineering and Technology Journal, the principles set by the Higher Education Institutions Scientific Research and Publication Ethics directive and COPE (Committee on Publication Ethics) for Editors and Authors should be considered.

Duties of the authors

Authors of the original research article should present the importance of the study conducted. Fundamental data should be correctly displayed in the article. The article should contain sufficient details and references to allow others to replicate the study. Fraud or knowingly false statements constitute unethical behavior and are unacceptable.

Authors may be asked to provide raw data of their studies for editor review along with the article, and if applicable, the data should be prepared to be open to everyone.

Authors will only submit entirely original works and will properly cite from other works. Publications that are influential in determining the quality of the article should also be mentioned.

In general, articles defining the same research should not be published in more than one journal. Submitting the same article to multiple journals constitutes unethical publishing behavior and is unacceptable. Articles published elsewhere as copyrighted material cannot be submitted.

Everyone who has made significant contributions should be listed as a co-author. The corresponding author ensures that all co-authors are included and that individuals who have not participated are not added to the author list. The corresponding author also confirms that all co-authors have approved the final version of the article and have accepted its submission for publication.

If an author discovers a significant error or inaccuracy in his/her published work, they have an obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.

Responsibilities of the Authors

Before and/or during the submission process, the author(s);

Ensure that all research submitted is original, fully referenced, and that all authors are represented accurately. The submission should be unique and not be under review elsewhere.

Provide the correct contact information for a designated author who is fully responsible for the manuscript's authorship and the moral status and originality of the article.

Provide the source of all data and third-party materials, including works that have not been previously published by the authors. Any element that might jeopardize the originality of the presentation should be clearly prevented and/or discussed with the editorial office in the first place.

Identify any contribution of a third party to the article and obtain written permission from the relevant copyright holders for each case of reuse. These permissions should be sent when the article is accepted or requires minor changes.

Expect transparency, efficiency, and respect from the publisher and editor during the submission process. Maintain good communication with both the publisher and the editor.

Collaborate in case of withdrawal of articles found to be unethical, misleading, or harmful, and cooperate in the case of incorrect publication. Maintain good communication with the editor(s), publisher, and other authors. Also, consider the principles specified below.

Our journal publishes scientific articles in the original research category written in the Turkish language. Articles in this category are expected to have qualities such as the production of new information, proposing a new method, or adding a new dimension to previously existing knowledge.

Letters to the editor, discussions, case presentations, and reviews are not published in our journal.

Articles deemed suitable in terms of writing and publishing principles are directed to referees. At least two referees are appointed for the evaluation of every article that passes the editor's approval.

Blind peer review is applied in our journal. The names of the referees evaluating the articles are not disclosed to the authors. Referees evaluate articles without seeing the names of the authors.

Articles sent to referees are expected to be evaluated within 15 days. If this period is exceeded, the editor reminds the referee and gives an additional 15 days. If this period is also exceeded, the editor assigns a new referee and withdraws the request from the old referee.

Articles receiving at least two positive referee reports qualify to be published. An article receiving one positive and one negative referee report is sent to two more referees. The final decision on the article is made by the editors.

The decision of acceptance or rejection of the article is made by the editors. Major (resend for evaluation) or minor (correction required) revision decisions are given for articles deemed insufficient in line with the recommendations of the referees. Articles not reaching the desired level and not deemed scientifically adequate are rejected.

After the decision of "resend for evaluation" or "correction required" is given for an article, the changes requested by the referees must be made within 30 days for the "resend for evaluation" decision and within 15 days for the "correction required" decision. Otherwise, the article is rejected.

It is mandatory that the articles sent for publication have not been published anywhere or sent to any journal for publication.

All responsibility for the articles belongs to the relevant authors. Articles should be prepared in accordance with internationally accepted scientific ethical rules by checking their originality with plagiarism detection programs.

The references given in the articles should be written in APA format.

The authors are expected to contribute to the financial cost of the publication, considering the limited budget of the journal. The cost of the publication is determined by the editor, and the authors are informed in this regard.

In case the articles are published, copyright is transferred to the journal. The journal holds all copyrights of the published articles. The articles are open to the public.

Opinions and suggestions of the authors are considered very valuable. After the referee evaluations, the criticisms, suggestions, and correction requests are shared with the authors, and their opinions are taken into consideration in making the final decision.

The journal has the right to withdraw any articles that are proven to be unethical, false, misleading, or harmful, even after they are published.

Our journal is published 4 times a year.

The authors are expected to read the ethical principles specified above and act in accordance with these principles. The article should be written by adhering to the journal's writing rules.

Responsibilities of the Referee

The referee should not accept and should reject such tasks.

In reviewing articles, referees should act objectively, disregarding the personal information of the authors. The review by the referee should be in the form of constructive criticism. They should focus on originality, relevance to the literature, methodological correctness, and the significance of the results.

If the referee suspects plagiarism or copyright infringement in the content used in an article, they should report this to the editor. Also, if the referee is aware that the study discussed in an article has been published elsewhere, they should also inform the editor.

During the review process of an article, the referee should not disclose the identity of the authors and should keep the information in the article confidential. This information should not be used for the referee's research purposes.

Referees should provide objective, fair, and timely feedback on the articles they review, contributing to the advancement of scientific knowledge. Comments and suggestions should be clearly and constructively articulated.

Referees should evaluate the submitted articles based on their areas of expertise. If a referee sees an article outside their area of expertise, they should report this to the editor and request that the article be directed to another expert.

In conclusion, the responsibility of referees is to maintain the quality and integrity of scientific publications, to serve the scientific community and society at large. Therefore, referees should approach the articles they review with an impartial, objective, fair, and ethical attitude, supporting scientific excellence.
